Impact of GST on life insurance policy premium amount

The Goods and Services Tax (GST), which has come into effect from July 1 st, 2017 has brought about a myriad of changes in the Indian economy. Different sectors are being affected according to the tax slabs that they are congregated in. GST has an impact on almost all consumer products and services including the insurance industry. The services industry makes up for 60% of the GDP and the insurance industry is an integral part of this service industry, which will be adversely impacted.

Currently, life insurance services are taxed between the range of 1.5% to 15% depending upon the nature of policy taken by a consumer. As per the new tax regime under GST, the taxation for this sector has increased from 15% to 18%. This hike in tax from 15% to 18% will have the effect of increasing the premium of purchasing a new policy in addition to renewing an existing policy. For example, if a family spends about Rs. 30,000 per year on life insurance premium excluding service tax, the GST hike of 3% will now come into play and the family will have to pay an additional tax of Rs. 900 on their premium.

Life insurance companies will in turn pass on this tax burden to the consumers and consequently, life insurance premiums will rise by 3%. This will have a detrimental effect in the country where consumers will become hesitant to shell out more premium than what they are already paying. Life insurance is not a luxury but also a basic necessity as there are many families where there is a single earning member in the family. Suppose something untoward happens to him which results in his death – the life insurance policy (if he has taken one) will help his family to survive financially even after the concerned person’s death. Life insurance potential in India has reduced from 4.6% in 2009 to 2.6% in 2016 and is not reflecting any growth in the last couple of years.

It is not only life insurance premiums which will be hit but premiums under auto, motor and health insurance will also rise under the new tax law.

The premiums under life insurance have two components – the savings and the risk coverage. Service tax is levied only on the premium component.

There are 3 types of life insurance:

  1. Term insurance plans – These are basic life insurance policies. Service tax of 15% was levied on the premium of term plans previously which is now hiked by 3% to 18%. 
  2. ULIPs – These are plans where insurance and investment are under a single integrated plan. Under GST, consumers will have to pay 18% tax on availing the benefits under these plans. 
  3. Endowments (including money-back) – Life insurance policies that pay a lump sum on maturity/death or a fixed sum every month are called endowment plans. These are basically traditional insurance saving plans. Previously, these plans used to attract a service tax of 3.75% on the insurance premium while buying an insurance plan. It is now increased to 4.5 percent under GST. Consumers will have to pay 1.88% service tax on the premium payment of their endowment plan(s) if they are renewing it for the second time.

The hike rate on insurance premiums under GST is marginal but it will impact policyholders as they will have to shell out more premiums for their existing policies. It may have the effect of de-motivating new consumers from taking new life insurance policies.

IMPACT OF GST ON UBER/OLA RIDES

Taxi services are one of the basic necessities in modern metro cities such as Mumbai, Delhi, Bangalore, Hyderabad, Kolkata and Chennai. Even smaller cities now have the option of taxi services such as Ola and Uber. These app based taxi services are a lifeline for people who have to commute to work in cities which have inaccessible public transport. For the white collar and pink collar people, booking a cab through the mobile based app is more of a necessity than a luxury.

The impact of the Goods and Services Tax (GST) will mostly be seen in the segment of ‘radio taxis’ which include within its ambit the services of cab aggregators such as Ola and Uber. Radio taxis are such that can be booked via a phone or mobile based app.

With the advent of GST, which came into force on July 1, 2017, Ola and Uber rides have become a bit cheaper for the customers as transport services have been included in the lowest bracket of 5 percent tax. Earlier, a service tax of 6 percent was being levied on cab fares. Cab aggregators – Ola and Uber have decided to pass on this 1 percent tax reduction to its customers in the form of discounts and special pricing. This has brought a smile on the faces of commuters.

However, there is an increase in the leasing rentals for the driver – partners of these companies. Before GST was rolled, drivers were paying VAT of 14.5 percent upon their leasing rentals. After July 1st, they will have to shell out more as the GST for leasing rentals is now 29 – 43 percent.

There are many drivers who cannot afford to buy their own vehicle and hence enter into a leasing agreement with the cab aggregator to rent a car and drive the same. Depending upon the car they have rented, they will now have to bear the brunt of double taxation which could adversely affect their livelihoods and hit losses amounting to almost Rs. one lakh – two lakhs per year for the remaining period of their lease.

Monthly instalments of the cab drivers who have taken vehicles on lease will see a hike where a driver who earlier paid an EMI of around Rs. 25,000 per month will now have to pay somewhere between Rs, 35,000 – Rs. 40,000, post the advent of GST. Almost 7,000 to 8,000 drivers are going to be affected by this new taxation as they are already enrolled under the Ola and Uber cab-leasing programmes.

The leasing rental of 29 – 43 percent includes a service charge of around 18 percent and a 20 percent vehicle sale tax on the leased vehicle. It is a possibility that the cab drivers will now try to renegotiate the contract with the cab aggregators to protect their interests. Another possibility is that the cab drivers will try to return their leased vehicles back to the cab aggregator and take back their security deposit of around Rs. 30,000.

To summarize, the GST has been marginally beneficial for the commuters as there is a tax reduction of 1 percent. Unfortunately, cab aggregators and cab drivers will be hard hit with the new taxation system as there is a huge increase in the rental payments. The livelihood of the drivers will be affected which may prompt them to seek other means of employment.

Most of the founders of the party were a part of the India Against Corruption (IAC) movement, which was led by veteran social activist Anna Hazare. All those who were part of IAC pushed for the Jan Lokpal Bill, which has the provision of investigation against the public servants facing criminal or corruption charges.

Though, the movement gained quite a momentum among the masses but soon the difference between the ideologies of Arvind Kejriwal and his mentor Anna Hazare started surfacing as Kejriwal started driving the movement politically. Anna Hazare has a stern belief that his movement shall not be politicized, but Kejriwal and his likes though that the well placed political system can help in bringing the desired change.

Due to these differences, Kejriwal and his allies decided to branch out of the movement and formally launched their own political venture called Aam Aadmi Party (AAP) on November 26, 2012. In March 2013, their party managed to get recognition from the Election Commission of India as well.

AAP came as a blow of fresh air for the common man who started seeing some hope in the Indian political system. Arvind Kejriwal not only led the party but also came up as a quintessential ‘aam aadmi’ fighting for the causes of the common man. The historical results of 2013 Delhi Assembly Elections where AAP won 28 out of 70 seats sent the sock waves across the Indian political circuit and established AAP as a force to reckon with. During that time only, AAP formed a government in Delhi with outside support from Indian National Congress. Party founder Arvind Kejriwal was sworn in as the Chief Minister of Delhi on 28 December 2013.

Leaders Of AAP

AAP was led by Arvind Kejriwal who unleashed a common man phenomenon in the Indian political system, which has never been done before. They made a very effective use of social media to induct educated volunteers in their party. AAP volunteers even campaigned from door to door to associate individuals having no political background with the party.

The initial political affairs committee formed by AAP leadership included Manish Sisodia, Kumar Vishwas, Yogendra Yadav, Prashant Bhushan, Gopal Rai and many more prominent names from different walks of life. They even managed to grab the attention from people like Captain Gopinath, Founder of Air Deccan, Mallika Sarabhai, Sameer Nair, Meera Sanyal, etc. but most of them soon called their association off with Arvind Kejriwal’s brainchild.

AAP, like any other political forum has faced its own share of internal conflicts and detraction, which has led to the departure of some prominent names from the party. The internal discord reached a level where the members started finding fault within the members and the leadership itself, but AAP managed to survive the political force. 

Symbol Of The AAP

Because Arvind Kejriwal and his parry supporters have taken up the daunting task of cleaning the country from corruption, they decided to choose the humble ‘broom’ as the official election symbol for their party. They even chanted the slogan ‘Jhaadi Chalao, beimaan Bhagao’ to justify their slogan and aimed it towards cleaning the Indian political system from all sorts of corruption. The party fought for a more transparent system to fight corruption and also help the country reclaim its identity of being the world’s largest democratic nation.

Achievements of the AAP

After coming into power in Delhi, the first thing that party did is to reduce the electricity bills for up to 400 units using the subsidy system. They also provided free water to the households that have water meters installed but for up to 20 kiloliters only. The Kejriwal government also took some major steps that included scrapping of much debated Foreign Direct Investment (FDI) in multi-retail stores. In order to stick to their core vision and reason that led to the formation of the party, the Kejriwal led government set up an anti corruption helpline through which citizens can report against the corrupt government officials.

AAP and its Vision

Aam Aadmi party (AAP) initiated a project called Aap Ki Kranti with an objective to reach every door step in the country. They are also making efficient use of the newsletters to reach the masses with the focus on the mode of propagating, instigating and intimating the common man of India about AAP’s vision and ideologies. They are organizing so many activities for increasing awareness about the party even in the remotest areas of the country.

Gopal Rai, one of the prominent members of the AAP has taken the sole responsibility of the project and every step in being taken under the supervision only. Another party member Deepak Pilot is looking after the management and the team expansion part of the project so that they can have enough number of volunteers until 2019, when India will go under the election to form government at the center.

Under the project, every reader who is interested to get to know about the party and its initiatives has to pay an annual fee of Rs.100 and they will get the issue of the AAP newsletter, which is published every 15 days. They have also started a grievance helpline where a person just has to call on a helpline number, i.e. 8588833550.

AAP has also shown that they always take the Gandhian route of Swaraj to voice their concerns, which they have used in this movement as well. They will take the public route to voice their mission statements to the authorities at the center and will also engage in public meetings themselves to hear out the grievances of the people personally.

CM, Kejriwal has also sought to abolish the most prevalent VIP culture in the Capital. To do this, the first thing that he has done is to ban the use of red beacons on the government officials cars and also for the ministers. He has also taken away many special privileges from the ministers and bureaucrats. The party is also applauded for issuing permits to new 5,500 auto rickshaws in Delhi NCR.

AAP Political Dream So Far

Despite winning the Delhi elections in 2015 with historical results, AAP failed to repeat its performance in other parts of the country. The poor performance in 2017 Punjab and GOA assembly elections has put a great pressure on the party to stay on track and maintain its public image, which is getting maligned for some or the other reason for the past few months.

After passing 12th, the serious issue, which haunts every candidate, is to which field shall be opted for so as to form a smooth career and an interesting profession.

List of the Competitive exams, which the students can choose after class 12th are listed below:

MARINE, NAVY, DEFENCE

It is a kind of exam, which gives the best option to earn after 12th   who want to serve their country. The listed exams under this stream are:

  • NDA & NA Exams- Once qualified in NDA (National Defense Academy) and NA (Naval Academy) entrance exams, candidates are eligible for jobs in Army, Force and Navy. This competitive exam demands, mathematics as one of the key subjects in class 12th. After the exams are cleared, the shortlisted candidate undergoes a three to four years’ training, where he/she gets stipend as well.
  • Indian Navy B tech Entry Scheme- The main purpose is, to get admission in the Indian Navy B.tech course after class 12th.
  • Indian Maritime University Common Entrance Test- This exam is for those 12th passed students (science stream), who want to get admission in Diploma in Nautical Science (DNS), leading to B.Sc. degree.
  • Indian Navy Sailors Recruitment- Under this competitive exam, class 12th students (science stream) having major subjects as Mathematics with Physics/Chemistry/Biology/Computer science, undergo a basic training at INS Chilka, followed by a certified training.
  • Indian Army Technical Entry Scheme (TES)-  The 12th pass students, can technically appear for Army jobs, after qualifying for this exam.

ENGINEERING ENTRANCE EXAMS

This is one of the common and most wanted exam, after 12th. However, it has got tremendous future growth, if done wisely and sincerely. There are a set of exams, which the candidates choose, to get degrees in Bachelor of Engineering/Bachelor of Technology, Bachelor of Architecture, Bachelor of Planning. They are:

  • Joint Entrance Examination (JEE) Main- In this exam, the 12th pass candidates have their subjects as Physics, Chemistry and Maths, appear for this exam, and those who qualify in these exams can get themselves in various reputed engineering colleges, IITs, NIITs, etc. depending upon the candidates’ ranks.
  • JEE Advanced- This is the final shortlisting stage, wherein, the eligible candidates in JEE mains appear in JEE Advanced, for UG degrees in colleges like IITs, NIITs, and ISM Dhanbad.
  • Birla Institute of Technology and Science Admission Test (BITSAT)- This test is specific to the programmes of some colleges like BITS Pilani (Goa and Hyderabad campuses), BITS etc. The latter college offers courses in Technology, Humanities, Pharma, Engineering, Sciences, and Management.
  • National Aptitude Test (NATA)- This competitive exam is basically for those students, who want to pursue B.Arch from government and private colleges of architecture.
  • Apart from these very known exams there are some other engineering entrance exams specify to particular private colleges, namely: COMED-K, IPU-CET (B. Tech), Manipal (B. Tech), VITEEE, AMU (B. Tech), IISC-Bangalore, KIIT, Assam CEE, etc.

MEDICAL ENTRANCE EXAMS

The medical exams have always been known and most prospective choices of the students, who had their subjects in Physics, Chemistry, and Biology. Some of the medical exams are:

  • All India Pre-Medical Test (AIPMT)- This exam is conducted by CBSE for the admission in medical colleges. Such colleges are DU, BHU, Jamia Hamdard, and some colleges in Jharkhand, Punjab, Chattisgarh, Haryana etc.
  • All India Pre-Veterinary Test (AIPVT)- This exam is undertaken for the admission in B.V.Sc. and A.H. degree courses in Veterinary Colleges. This is a five-year course, where the eligible candidates must have PCB in their 12th class, as their subjects. Admissions are possible here for government colleges.
  • Armed Forces Medical College (AFMC)- This is one of the pioneers in the top medical institutes. The exam of this institute is said to be toughest after class 12th. This is an All India Medical Entrance test. In order to be eligible, the candidates must clear subjects like English, Physics, Chemistry and Biology and securing 60% total marks in science subject (PCB) and not less than 50% marks in English subject. After qualifying AFMC, candidates will have to work as a commissioned officer for at least seven years.
  • National Eligibility Entrance Exam for Under Graduate (NEET UG)- This entrance exam is for the admissions in MBBS and BDS courses. Earlier, All India Pre Medical test (AIPMT) was conducted by CBSE. Now, AIPMT and other medical exams for UG level is replaced by NEET UG, and the exam is conducted by CBSE.

LAW ENTRANCE

Under this exam, there are various all India entrance exams such as, CLAT, LSAT, AILET. Around 14 National Law universities (NLUs) conduct CLAT (Common Law Admission Test).

FASHION & DESIGN

Some of the students, have inclination for designing, sketching and merchandising. They can very well go for exams like National Institute of Fashion Technology Entrance (NIFT), National Institutes of Design (NID), and All India Entrance Examination for Design (AIEED). There are many private institutes which offer these courses after class 12th, for which these institutes conduct their separate entrance exams.

HOTEL MANAGEMENT

National Council for Hotel Management and Catering Technology (NCHMCT) is an exam, which offer BHMS course for students who are interested in cooking and serving to hotel and hospital industry. One of the major eligibility for appearing in this exam is class 12 with English as one of the main subject.

Each student, depending upon their subject interest and career growth after 12th, can appear for these competitive exams, wherein, the main crux is what the candidates can excel into, with great future growth. However, the students must choose their career path, after careful consideration of their interests and future prospects.
